Granting the locals the ability to fight back would cause the belligerent to exercise more discretion and can the current slave state be any better than full anarchy? The west's squeamishness at waging full out war hobbles free world soldiers and giving the belligerent a day in court after hostilities calm slightly precludes ever seeing an end to most conflicts. We saw in Iraq, that a modern, well-equipped and trained army is indeed an over-whelming force against some ill-trained killers, but the winning of the peace by corrupted western intellectual thought is just an exercise in stupidity.
