Destroy all the harbors in Somalia and any other facilities capable of docking/launching ships that are large enough to go to sea 50 to 200 miles and threaten US merchant or cruise ships. Boats that must be pulled onto beaches are not seaworthy to reach many miles out to sea to attack US merchant ships. Unrelentlessly destroy the pirates' and Somalia's shipping/launch facilities based on the moral principle of defending the rights to life, liberty, and property of Americans.

For Operation Overloard the Allies built artificial harbors (mulberries) to be used in Normandy because larger vessels have to have docking facilities and generally cannot land on beaches. Either kill all the pirates or defang them by destroying the capability of Somalia to support and berth ships that can threaten Americans. The US government has a moral responsibility to defend the life, liberty, and property of Americans at sea without any concern for the suffering that the Somalie pirates will bring on the rest of their sordid and failed collection of tribal warlords and retrograde clans.

Piracy, theft, kidnapping, and other forms of looting are not "making money", which only occurs from the voluntary economic transfers between individuals who each act consensually for selfish pursuit of happiness and for his/her own gain.

Aren't the pirates sufficiently dangerous to warrant military intervention today, or even yesterday?
Further, playing 'whack-a-mole' on an ad hoc defensive basis isn't practicable. We must take preemptive action to destroy their bases and support networks; it's time to take it "to the shores of Tripoli," so to speak.

While I completely agree that one of the whole points of having a Navy is to protect our shipping on the high seas, calling the negotiations for Capt. Phillips release "appeasement" is to call for his execution. Negotiations bought time to put assets on site and bring us that much closer to his release. This situation was handled as almost all such situations are handled. When a person is being held hostage with a gun to their head, the LAST thing you do is go in with guns blazing. Ask any cop. What ever are you thinking?

Now that we have him back and the pirates are dead is the time to put together a strong and consistent policy. I sincerely hope that one will be forthcoming soon.
