The old school media outlets are waning in popularity anyways, but Obama appears to understand that as well. The government is looking to provide "broadband access" to rural America, which inevitably means controlling content.
The free market has managed to keep consolidation from becoming an issue. The internet is the ultimate free market answer to media consolidation as it allows access to multiple sources of information. As soon as the government gets into the ISP business, access to those sources will become impeded.
